Well, idk much about Saint Seiya, but it was confirmed in DBS that Bills is a universe buster. Whiss is almost twice as strong as him, so... You know.

Again though, I don't even know who Hades is, because I don't know much about Saint Seiya. So I'm not gonna claim a winner, but I'm just putting this out there.

If Hades is a multiverse buster or something, then I'd say he wins. If he's universal, or less though, then he loses. Barring special techniques or hax though. Which is why I'm not saying who would win, just putting this out there.

Bills isnt Universe level......just because a character states it doesnt make it true.
