Is CIS on, or can the Flashes do everything they've historically done?

Everyone's in character. Common knowledge. No extraneous devices/tech/magic etc. just a fight.

Speed does kill, the speed steal kills even more, but you said they are in character so I guess no it doesn't.

Is speed steal an out of character move?

While i'm asking somewhat silly questions, can anyone (in general/on the A Team) resist that power?

It's certainly out of character for him to blitz everyone at his highest speeds and speed steal them to the point it takes a century to blink.

As for any who could resist, I don't see any that could resist unless they actively had time to try to mount a defense. For instance Quasar or Surfer could probably resist if they knew it was coming and had time to act. Nova can be beastly and BRB has a magic hammer and Ronin has a powerful cosmic weapon. It seems like Gladiator would be the only one who couldn't resist it even if he had time to act.
