This is Tien during the first tournament. Here is a beastly ft for Hercule in the Anime. He dragged 4 buses behind him. Ripped 3 telephone books in half and punched through the bus.

Tien, definitely.

First time Tien showed up, he manhandled Yamcha, went at it with Jackie Chun, and he gave kid Goku a pretty damn good fight. And in the manga, kid Goku was rolling around 600 ton boulders with no problem.

This puts him solidly above Hercule.

Tien splits in 4 and one kills Hercule in moments.
