IYO as far as skill. I don't think he is a level higher as a character, they are both metas. I do put him above her overall.

He was trained by the same guys who trained Rogers.

He's had plenty of beastly feats in his relatively short career. Nothing Misty is able to match.

Lol at Misty being as skilled as Bucky, Bucky is in Roger's league... Misty would be happy to be in the next skill tier with Widow & Punisher.
