Xi Jingping and Barack Obama have agreed to "take new steps to address cybercrime." While we're not at the point where anything concrete has been laid down, this is a positive step as China is finally willing to recognize that there is trade espionage going on. What surprises me is that the agreement would not cover more traditional national security-related cyber espionage, which you'd think the Chinese would be more willing to talk about as they have less plausible deniability than with espionage where the Chinese act on behalf of Chinese tech firms when stealing from American companies.

Let's hope the Chinese are willing to engage frankly on this matter.

Obama was pretty direct regarding what would happen if China didn't change its ways.

What would sanctions do to decrease these crimes? Even if sanctions were slapped on China, how would that stop these things from happening? Many hackers are individuals that work outside of their nations policies, and for their own gain if I'm not mistaken. The cloud may be one of the only things that can truly be said to be perfectly flawed. There are also many levels of cyber espionage. People that live in the US itself may be physically involved by means of social engineering in order to leak sensitive information. Obama can say whatever he wants to, and slap whatever sanctions on China that he wants to, but this problem will not get any better... It may just make matters worse.

If it's a case of rogue individuals and the Chinese government/people start suffering due to sanctions, they'll crack down on hackers on their own soil. Will this stop 100% of them? No. But fewer is better.

There are ways to use remote nodes to do the work for you, while covering your ass though. They will laugh at the attempt and claim innocence.

That's not what I'm saying. What I am saying is that the solution to the problem is wrong. We need to come up with better encryption and a means of truly tracking hackers by using the same methods that they use to logically get their hands on sensitive information. Quantum encryption alone, is not the way to go. We have to somehow come up with a means of attaching a token to every signal being sent. Then there is the real possibility of social engineering being responsible for many of the root causes to these data breaches. Sanctions alone will not work. The US needs to work on its physical and logical infrastructure, and I suggest that we begin with dismantling antiquated physical structures that are vulnerable to physical attack, and work forward from there.

On a serious note Obama won't so shit if they hack us. Just like he didn't do shit against Putin propping up Assad, and didn't do anything against Russians advances in Ukraine.

He's handing off the problems to the next president who will just have the Obama blame card ready and then 8 more years or blaming Obama and Bush for the worlds problems.

On a more serious note, we really have to come up with a means of using the power of encryption to aggressively counter hack attempts. Instead of using firewall technology to deflect, it should be used to also attack.

I actually thought that you were making fun of me as well. I studied IT security and scored pretty high on my exams. My opinion on this particular subject came before doing a search. This is what was stated, and my opinion runs in line with the person writing this paper.

i'm curious what the sanctions would entail

i was under the impression that the united states and china are more or less mutually dependent on one another for their respective economies not to tank

i understand sanctions on iran or russia... the US can surely afford to try to cripple these economies without suffering too much collateral

but i was under the impression that if we were to cease trade with china, or even if their economy took a serious hit, then ours would as well

as far as i know, china is more dependent on the US than vice versa... but they are still our number one trading partner and source of cheap manufacturing.

this is an open question to anyone who knows about this sort of thing... cause my knowledge is somewhat limited: what kind of sanctions can obama use on china that wouldn't adversely affect our own economy?

note that i understand the intent is not to use sanctions but to goad china into cooperating by threatening them. but i'm asking about what could be done if they decided not to.

Unless you can provide a viable strategy to prevent Iran from getting nuclear weapons indefinitely, that's a useless goal to try to attain.

This isn't rocket science. Sanctions won't do anything to prevent them from getting nukes; N. Korea has been under extreme sanctions for years and still managed to build their own nuclear weapons. Bombing their nuclear sites would have disastrous environmental repercussions not just for Iran but for neighboring countries as well, so unless you're content to basically genocide the entire region that isn't realistic either.

The key word was "viable". Your suggestions sound like some shit out of a video game.

Why are we kidding ourselves? This isn't the 90's. These attacks or most of them are likely being done right under the noses of Security Guards too sleepy to remain awake on the job. Most of the hacks are done by people that actually work in the places that are being compromised. The world is not filled to the brim with people capable of hacking quantum encrypted networks... It just isn't.

Unless the people working for our government are illegally downloading music, and watching porn on the job (something monitored and controlled by Network Admins), it would be virtually improbable to hack something as robust as these servers. We've already come to the realization that sanctions will not work, and yet instead of tackling the problem proactively, we do what amounts to sending a child to bed without supper. Somebody better get up off of their asses soon.

This country is in very poor shape in terms of infrastructure from a physical and logical perspective (our power grid is so antiquated that it is horrifying). Now if the KMC think tank can come up with this, can you imagine the depths that this may really go to?
