They must fight H2H without weapons inside an steel caged ring.

Tony is full on crack.

Who wins and why?

tony montana never proved to be much at h2h, even on coke (apart from slapping his little sister around). so this goes to batman easily.

in a gunfight, coked-up tony wins.

Coked up Tony did have some amazing damage soak. He took multiple bullets and was asking for more. Not seeing him out fight Baleman but Baleman would have to hit him more than he hit Joker

Batman utterly destroys Tony, unarmed, with weapons, planning or no, Batman is leagues above what Montana himself could do.
