Either way imo. Jacen's more subtle tricks like illusions/telepathic feats should serve him well, and both are comparable in telekinesis. So its hard to say whose more powerful for sure.

At the very end of DNT, Jacen probably snags a win. At the start of DNT, Vader takes it.

How do you think they compare in skill? That's a tough one for me that is Swarm wars Jacen vs ROTJ Vader

Well, to be honest, I don't even recall any skill feats by the end of DNT that definitively put Jacen above Vader. I'm mostly just using inference.
