This is not a serious battle. It's more about the quality of the characters. The question here is this: who fulfills the role of the perverted mentor better?

Jiraiya.

By far, definitely Jiraiya.

Roshi taught Goku more, but Jiraiya was a better teacher overall, instead of just non-stop techniques, he had legitimate Knowledge for Naruto, and wisdom as well.

Roshi is pretty obviously better.

They're both pretty filthy.

Roshi taught Goku way more than Jiraiya ever taught Naruto. Not to mention he did the same to like 10 other students. And he invented the most widely used attack in the series.

Jiraiya didn't inven the rasengan.

Roshi > Jiraiya, even in terms of quality.

Idk, I still like Jiraiya a little better as a character though, but I'm biased, tbh. I started reading Naruto before I really got into DBZ.

In a fight though, Roshi could contend with multiple Biju at a time.
