Master Chief from Halo 4-5

Delsin Rowe from Infamous Second Son

Round 1: MC gets Assault Rifle and Plasma Pistol only. Delsin can only use his smoke powers with all of the smoke power upgrades. Also with his chain

Round 2: MC has all the weapons from Halo 4-5. Delsin can use all of his powers(no need to absorb every power) with all of the powers's upgrades, also with his chain

Round 3: H2H, no weapons or anything. Just hand to hand

Takes a place in Seattle from Infamous Second Son. Both are started against each other by 100 meters

Who wins?

What do you think about round 2 and 3?

Delsin takes all 3. Canonically he is easily capable of tanking bullets.

With neon and video he is way too powerful he can turn invisible and time slows down for him.
He could just summon few dozen angels and bomb Chief with them.

H2h is the same the Smoke super is like a drop move and it sank a smaller island.

Delsin has way too many ways to out manouver MC. In video mode he is pretty much untouchable.

He could just easily switch to concrete and take anything thrown at him.

That all sounds like a lot of trouble, lol. I think Delsin has it easiest if he just filters a lot of smoke into Chief's helmet. Either he chokes him out, or Chief rips his helmet off and gets cracked in the face as a result, lol.

Or he could just Summon the Angels and Demons and they pick MC and Bring him into the water or maybe he could just go invisible with the video powers and stealth kill MC

Also with neon Delsin could just spam chief with those stasis bubble granades that put him in 0 gravity fields making him unable to move.

He also has weakness exploitation.

Delsin.
While using neon you get to see the weak points of the enemy with a blue mark that allows him to one shot take down them.
