Opress has beaten Council Members and Ventress. He's even challenged Dooku in a fit of rage.

So I'd say TPM Kenobi's chances of victory are slim. He does have a chance though, considering he did defeat Maul, so he may find an opportunity to take advantage of Opress's lack of training. But that's pretty unlikely.
