His tactical brilliance allowed him to successfully patrol the streets of Taris with only Jedi in broad daylight getting through.

Granted, the above can be interpreted as tactical retardation, but note he probably let the Jedi cum to him so he could fight them single-handedly.

He only lost because T3's flamethrower proved too powerful to handle, as stated in the KotOR PG grassback ethopian edition.
