Gotham or Star city, and why?

Gotham, everybody is a criminal in Gotham City it seems, at least Star City has some decent people

Star City seems to be big shit hole too though.

yeah but they have fantastic shit happen like Darks crew or the Mirakuru soldiers coming through making it shitty whereas Gothams natural residents are all shitty people
