She's not the most powerful, but considering she's just a cripple who wrapped herself in circuitry, and ends up not only frying a Superion and Shockwave, plus creats her own gestalt with Autobot bodies, and actually manages to hurt Unicron, I'd say she's pretty strong on a pound for pound basis..

P4P in the sense of who is the absolute best at it, regardless of weight class, high Herald and South.

SS, Captain Atom, Kyle during his solo days had some good moments..

Energy superman. For such a short time he has some of the best energy manipulation feats.

As beings of pure energy, both Waverider and the Weird should be mentioned. Both have versatile control over all forms of energy.

Surfer,there is no kind of energy he hasn't utilized,whether cosmic,psychic,magical etc

In terms of females, I think Dr. Light is up there.
