If CIS and CIP was off for both characters, which character can pull a split or a majority against Surfer. Everything is on the table here. All powers.

FYI... we are excluding abilities that were shown once. If a character performed said ability one time in his character, and can not be used here.

Let's exclude the Flashes here since they are Multiversal. No Flash like character (Zoom, Flashes).

No Herald level being can. Superman (if he is a Herald and not a trans) can possibly do it provided he is fighting to his best ability (but not fully cutting loose).
