Hulk from the 2003 movie of the same name.

They fights on the top of World Marshall headquarters.

Who wins and why?

What feats did Hulk have? If MCU's indicative of his power, he probably loses to Armstrong in strength and durability alone, then there's speed

Eric Bana Hulk didn't really have any worthwhile feats.

So Armstrong speedblitzes and one punches his ass then?

Bana Hulk chucked a tank a few hundred feet, but even Raiden has better feats than that.

Armstrong dominates.

MGS4 Raiden stopping Outer Heaven is way above that

Not to mention speedwise, Armstrong could run circles around 2003 Hulk too.

But even then, he's fought against Raidan, who by the time of MGRR is at least hypersonic+, yes? 2003 Hulk had never demonstrated speed like that.

Senator Armstrong's moves aren't really linear in the Sam DLC fight. The guy even has a homing fire tackle. Not that he needs to be fast or omni-directional to take out 2003 Hulk.
