Luke wins round one, but he has no counter for Malak's Stasis or Drain.

Round 1: No idea

Round 2: Darth Malak

Round 1: Luke.

Round 2: Malak.

At this point, Luke may be able to take out Malak in a duel, but I'm not sure about the all-out. Malak, adding to his stasis and drain, also has lightning, which RotJ Luke has no defense against.
