Unless she's at 90+% brainpower, she still has a primarily tangible form, and thus Doc can disintegrate her. Besides that they aren't too different in power level. Doc just benefits from being an intangible entity.

She force evolved into thought energy, Doc plays with energy for fun, he wins.

Dr. M had the intangible thing going for him but he did get outsmarted by Ozy.
Lucy was getting immensely smarter the closer to 100% she got.

Dr Manhattan, as already mentioned Lucy until she reaches a certain point can still be attacked physically. If she however goes beyond that, doesn't she get Telepathic abilities or am I misremembering?
