Bane fought in the army for decades and is a far better honed specimen than the lazy-ass Valkorian, so he will have better reflexes. So with both sides not having any other Force enhanced reflexes, Bane gets off the first strike, and that's all that matters because with no Force defenses, Force lightning here is an insta-kill anyway.

I agree Bane will have much more impressive reflexes and speed, in the case you're going on, however that won't necessarily save him from Valky's ability to create superior Force lightning attacks at greater speeds, not to mention FLS, which Bane won't be out-maneuvering without Force augmentation.
