Darth Bane at this point is clear far beyond Kas'im, who is "maybe the greatest swordsman ever".

Out of the few thousand years in which lightsaber dueling has existed, Maul and Savage have less than double the competition in the GOAT title that Kas'im had, yet neither of them were remotely considered for it, and indeed were beaten on it by multiple people in the same generation.

Now, this makes it likely that Kas'im > them, because he was a contender for the GOAT title, and given equal caliber competition pools, Maul/Savage should be contenders for 2nd or 3rd GOAT given a less than doubling of the sample size, but they weren't.

Of course, the key here is the "given equal caliber competition". How do we know this, you say? Well, why would it be any different?

Galactic civilization had existed for close to 25,000 years, which means that significant changes in, say, cultural and socio-economic standards that would determine how easily Force users can be recruited would be really unlikely.
Lightsaber combat had existed for a few thousand, by which point its development has likely effectively peaked and wouldn't have changed much between their two eras. You may point towards development in martial ability in real life millenia, but that was before the exponential growth of tech; Star Wars would have obviously reached that exponential growth point already, plus they have sophisticated AI and computational abilities to test out all possible lightsaber forms and sequences.
It's unlikely that the sample of talent would alter drastically given that we're drawing from a pool of 10,000+ Jedi and Sith from quintillions of people, so the random error in measurement of their competition over 1000 years ought be negligible.
pre-Kas'im era was likely more formidable due to a greater demand for lightsaber abilities.


So, equal mean ability of competitors + <2x competitors = Maul/Savage should be 2nd/3rd GOAT contenders if they were = Kas'im, but they aren't. So Kas'im is above them. Bane is above Kas'im. Is he above them enough to take them both on at once? I'd say yes, given that Bane has had a decade to improve between PoD and DoE, and he improved ridiculously far in the months of PoD. Also look to Dooku vs. Anakin and Obi Wan as a model of how a small advantage can actually mean a lot against larger numbers.
