It's hard to say considering we don't really know how large the power gap between Frieza's first form and his fourth form really are. If it's anything like Frost's, then I figure he should be able to win.

Base Goku rofl stomped SPC and Frieza 4 in hell... and they both have gotten stronger there.

Frieza's 1st form in Rof/DSB wasn't that uber.

Why not? He treated Gohan, who was said by Akira as being as powerful as his Mystic self, like fodder. Mystic Gohan is so far above Cell and Frieza, COMBINED, that it's obvious not to compare them. Frieza first form was also more powerful than the new Ginyu in Super and the new Ginyu is Super was said to be stronger than Mystic Gohan. Yes, Frieza final form stomps with ease.

And how is that impressive?

Base Goku has manhandled both SSJ Mystic Gohan and SSJ Goten (when they were infected in BS) at the same time. And GT Gohan hasn't neglected his training, unlike the Super version.

He was a family man in GT (Gohan). First form Frieza (this is his first form) treated Gohan like fodder. Gohan said he never felt a power like Frieza (first form) and Gohan has felt the power of some amazing beings.

Yeah, he was, but GT Perfect Files apparently do mention that he hasn't neglected his training in the period between EoZ and BoGT...

... which makes perfect sense, since he was considered to be right below Vegeta in terms of power. Vegeta appeared as a family man, too. But it's obvious he was doing some hardcore training every once in a while, he knocked out both amped Gohan and controlled Goten just by powering up further in his SSJ form (arguably - but not necessarily - going SSJ2).

You see, that's the thing. Treating Ultimate Gohan like fodder would be nothing impressive in GT series - they had too much time to train.

At the beginning of GT, Base Goku is already around Buu level. Or higher. Again: he only got stronger as the series proceeded.

At the end of GT, he has had even more time for training and absorbed Dragon Balls...
