And who is the toughest he could defeat?

he stands up very well, only guys that give him trouble are Winter Soldier; barring future feats that say otherwise, Cap beats him in a good fight

TBH hes probably Ozy level or very close to it. WS and Cap would be above him.

He could give Ozy a run for his money.

No idea ATM

His raw strength and speed are clear advantages to the likes of Daredevil/Black Widow, but until he faces someone similarly matches It's hard to say

I'd put him below them all, more in Riddick territory.

no way he's at least Ozymandias level and has a good chance of taking down Winter Soldier, he'd give Cap a decent fight also

There is no way he gives a decent fight to Cap. Cap beats the hell out of him. WS and Ozy have a slight struggle, but take him too

If he didn't have his suit to make up for his disadvantages, I could easily see him looming around Daredevil (Netflix).
