Goten is more powerful in either scenario.

Piccolo sucks that much?

Did Goten even become that much more powerful in the ROSAT? If we're treating Gotenks as a separate character, wouldn't most of the gain only show in the fusion?

After the fusion time wore off. Buutenks switched to buuccolo abd gohan says piccolo is the strongest person he absorbed. Piccolo wins.

Of course Piccolo was > the kids in their base levels. He was > Goku/Vegeta in their base levels as well... SSJ is an entirely different story, however.

SSJ Goten = SSJ Gohan(pre-Kaioshin unlock) >> ASSJ Vegeta(Cell saga) >> Semi-Perfect Cell >> Imperfect Cell >> Kamiccolo(Cell saga)

Wasn't it stated somewhere that Gohan was still at least slightly more powerful than Goten/Trunks?

But yeah, according to the Daizenshuu: Goten = Gohan... Which means FPSSJ Trunks would have been slightly > FPSSJ Gohan... And imo their feats/accolades support this.

Piccolo's nowhere near fp SSJ. Not at the Buu saga, at least. Current might be a different story, judging by their training match, and Piccolo's performance against "Faux Freeza".

Yes he was. His fight against 17 proves this (who is above a full powered Super Saiyan). They were even, hell, Piccolo had a slight edge. The Androids treated Vegeta, a full powered Super Saiyan like fodder. Piccolo battle against Cell process this as well.

FP SSJ is what Goku and Gohan fought Perfect Cell in.

MSSJ >>> ASSJ >>> Semi-Perfect Cell >>> Imperfect Cell >>> Kamiccolo = #17 ~> #18 ~> n00b SSJ.

And again, as of the Boo saga:
Kid Trunks ~> Goten = Gohan. But even though Gohan was initially weaker than he was during the Cell saga, there's still no feasible way his MSSJ form would have been sub-Piccolo-level... Therefore Goten wouldn't be either.
