Sabers: Luke may have taken down Darth Sidious, but he was only 30 years from his prime and needed some Force harmony from Leia that was stated to unlock hidden resources in him. 30 years of diligent study, multiple wars and mingling with multiple famous Force users and sects probably couldn't bring out the potential unlocked by a Jedi padawan with many months of training. Darth Maul meanwhile only needed a decade of training and a rage boost to be able to make Sidious grunt and it took Sidious many seconds to break his guard and ragdoll him. Meanwhile Luke may have solo'd thousands of Vong warriors without much difficulty but he was only around a decade from his prime and needed a few slashes to defeat seven slayers, and a single slayer only barely defeated Kyp Durron despite its only ailment being a virus specifically engineered to kill it. Kyp meanwhile needs to breathe a little heavily to move a black hole and needs to concentrate to use freighters as telekinetic weapons. Maul meanwhile was able to overcome a padawan Obi Wan after Obi Wan was only able to break his lightsaber and drive him back. Obi Wan was only barely able to leap over his guard and slice him in half. Luke needed to struggle to humiliate Darth Caedus, and Caedus was only stronger than Vader by canon. Luke needed many months of self-learning from Obi Wan's journal notes to be able to stalemate Darth Vader while holding back. Maul is too fast.

Force: Luke may have collapsed Vader's fortress which reached past the clouds but he needed to close his eyes to do so. Maul meanwhile has killed many gang members with the Force and blew open a door during his fight with Qui Gon and Obi Wan. Luke also needed to struggle to overpower Abeloth and rip Castilla's soul out of Abeloth's grasp, but Abeloth needed to scream for a long time to disintegrate thousands of Sith lords. Maul is too strong.

All-out: Maul's speed which could befuddle gang members is too great, Luke needed more than a second to run across an Eclipse super star destroyer, he'll get blitzed. At close quarters Maul is just too strong, Luke needed to use the Force to cut through lightsaber-resistant armor so he won't know what to do. Luke may be able to create illusions that can fool a Sith Lord stronger than Darth Vader but they won't work against Maul who is so strong in the Force, he only needs an opening to Force push padawan Obi Wan and with a few more seconds of concentration probably could have sensed his jumping several meters over his head. Apprentice Maul knows too much about lightsabers and fighting.
