Marvel herc always seemed stronger.

I never got how to place DC Herc's because he has a lot of characters that share his strength and by logic should be as strong/durable as him like Shazam and Olympian in the Pre-Flashpoint continuity and Shazam Pre-Convergence.

Skill wise DC Hercules always gave me the impression he's a brawler.

Inustice different Universe different power placement which seems almost inconsistent at times.
