Shadow. Barry is still around Mach 3 with a bit over that. Shadow iirc is already faster and that's before using Chaos Control.

Funny how he's only mach three, and breaking the time barrier. Usually takes a lot more speed to do that.

I'd go with Shadow due to comparable/superior speed and reality warping chaos powers.
