Probably higher, if we believe Wolverine saying he's one of the few people that could basically "disintergate" a car with a single punch.

Basically disintegrating a car is anyone class 15 and above could accomplish. And I think Roughosueonly has the durability of class 50 anf not the strength

No, not a speeding car, and certainly not with a single punch.

The way Wolverine experienced and described it, Roughouse was one of the top beings strength-wise he's met at the time.

Basically comparing him to the likes of Hulk and Colossus (the most notable bricks he was familiar with at that era).
