Let's say all the Avengers signed the accords except for Thor and Hulk. Thor because he's off world and Hulk because he's MIA.
Then Thor comes back and starts doing superhero stuff and now he's branded as a criminal. You have been put in charge of the Avengers and tasked to utilize them to bring in Thor: alive if possible, dead if necessary.
How would you do it?
You have the entire Avengers roster from the Civil War movie except for Hulk because, again, he's missing. Vision also refuses to take part in the mission because as someone who's also held Mjolnir, he knows how worthy and honorable Thor is and refuses to have anything to do with Thor's capture or execution. Wanda is onboard with helping but does not wish to use mind manipulation/telepathic attacks anymore because she is still haunted by what she did in AOU. Jane and all of Thor's human friends have been teleported to Asgard so they can't be used against him.
How would you deploy the Avengers to accomplish your mission? Or do you just tell General Ross that it's not possible and that you refuse to waste the lives of the Avengers?
