It's based on a story that came out years ago though.

Captain America himself was going to be neutral, by refusing to sign. But he wanted to ensure his old buddy Bucky would get taken alive instead of dead to ensure due process. Then when he suspects Bucky is innocent of the charges and they are being manipulated by someone (Helmut Zemo) who's got a darker agenda for the remaining Winter Soldiers in Siberia, he felt he had no choice but to go rogue to stop something worse happening. He told all of this to Tony Stark and his supporters, but Stark chose not to believe him, believing he's blinded by friendship and loyalty and can't see the truth. With neither side willing to back down, it becomes an all out fight.

It's more complicated than they way you sum it up. And the politics of being pro or against registration get talked about a lot in the film.
