Power set isn't everything. If Creel had a high intellect he'd beat a lot of characters, but he doesn't. He isn't particularly great at fighting, relying mainly with brawling tactics, which is why Arthur would pick him apart. Then you have Arthur's superior agility to seal up the rest of the holes, not to mention the durability and strength to take any heat that Creel might dish out. AM for a solid 70% win.
