Panther.

Splinter.

Splinter has every single stat advantage except being able to run fast in a straight line. He can't beat Panther by physical force, but he can sling him around like Wanda did using his tail. At this point he's still the most dominant thing in the original movie.(haven't seen the second one yet) And if he has any knowledge, I can see him ripping off Panther's helmet or just choking him out.

He was able to hold his own for a bit with Shredder where he was owning the four turtles.

He beat Shredder with no problems. Splinter only lost when the turtles were in trouble and he got distracted.

Stomping the turtles/fighting evenly with Shredder are skill feats beyond what Tchalla is capable of

Oh please....nobody in the movie achieved that. Splinter wouldn't know where the suit ends and where it begins.
