It depends on if you want to use ABC logic. Upgraded agents casually dodge machine gun fire at point blank range. Smith from the 2nd movie still seemed above even them. Thus, if we granted Smith their level of speed then Yu Law won't land a single punch. Yu Law can bullet time to an extent, but not in the same way the agents did. Also just with the sheer force those upgraded agents were putting out when they were leaping from car to car..they seem hilariously stronger than Yu Law.

Since Smith in the 2nd film wasn't too impressive stat wise. Actually thinking about it going strictly on feats the upgraded agents look stronger than Smith from the 2nd movie.
