Why not? Tenebrous should only be slightly below Plagueis level at the start of the Plagueis novel.

It must have been cute for the Banite masters to all cow before Yoda for several hundred years.

^ yeah it is true that Plagueis is probably an outlier due to his midichlorian boost. Nonetheless, it just doesn't make sense for Tenebrous to be below Vader if he's 30 generations beyond Bane.
