He is their equal in skill according to the judgement of Luke, yes.

Approximately their equal, not precisely. Luuke was approximately equal to TT Luke, who should be above Kyp or Kyle as a swordsman. So yeah, Luuke wins.

He was only able to hold his own against Luke because Cbaot was attacking him telepathically once Mara got C'Baoth, he was on the verge of getting stomped and was getting driven back.

I'm pretty sure with the TP, Luke was losing, quite decisively.

Luke wasn't necessarily fully healed from mind walking when he fought Gaalan.
