Tiger Shark is just out of the ocean and Ares is without any weapons.

Tiger Shark is a jobber (Punisher kicked his ass for cripes sake). Ares wins.

He is, there's no denying that. Ares' track record is... not exactly stellar either, though.

If this is TS with his adamantium razor teeth and upgrades that made him equal to Namor, he might very well stomp.

Fresh out of the water Tiger Shark would be a great deal stronger than Ares.

He can't fight worth a damn though and Ares is the god of war....
