On topic, I'd think Joker with Wrecker's crowbar, stomps even, but I'm thinking of Pre-FLASHPOINT venom. I remember Post-FLASHPOINT Batman in venom hurting Superman(despite losing) so maybe it got a push Post-FLASHPOINT?

Hence why i specified New 52 for Joker (nothing beats that pic).

In before Mungi mentions how Wrecker's crowbar doesn't work for anyone but for the Wrecker.

Anyway, writers did forget about that at least once, when the Punisher was wielding it. And perhaps when Luke Cage had it, too.

But srsly, Venom affects everyone differently. Hence why Bane can shred through multiple Venom-amped villains with ease, a punch from a Venom-amped Batman can draw blood from Superman(and seemingly allow him to fly??), etc. IOW, there's no telling where Red Hood would stack up in comparison to, say, Bane--who seems to get the *greatest* benefits from Venom... Though DCnU Bane admittedly has meta-level stats even without Venom, so there's also that. /shrug

Regardless, if Joker gets working knowledge of the crowbar's abilities and whatnot, there's not a damn thing Red Hood can do here, imo. CIS aside, Wrecker's powers are grossly underrated, and put him in a class WAY beyond the likes of Bane.
