Superboy as his fusion was able to create a pocket dimension, and connect it to a bunch of alternate realities. He can turn people into alternate versions of themselves. Which is useful if say you turned someone into a version of themselves that's dead.

As for what he is capable of before this?

He can telekinetically disrupt the powers of others. See Centerhall and Kid Flash.

The El Armor restricting his abilities didn't stop him from being able to wreck Supergirl. It was only when he was busy holding his cellular structure together that he even lost against her.

He can rewrite memories as seen with Kara Zor-El. He can also siphon knowledge from others.

His consciousness is spread across his body, and he has a sort of psionic radar. His telekinesis is fine enough that he can stop the flow of blood to someone's brain.

He can see and hear things other people can't. As seen when he notices H'el when the rest of the Titans don't.

He was able to beat on Jon Kent who murdered nearly every metahuman on the planet, and forced the rest off world in the future.

He has some pyrokinesis, and he can mimic superspeed with telekinetic hyper acceleration. Oh, and there's the heat vision.

He can force people through moons, and plough through the earth's crust. As early on as before he even left N.O.W.H.E.R.E he can punch a giant hole into the earth's molten core with his telekinesis.
