First of all, there is no such thing as fictional fiction. It's just fiction.

Second of all, both characters are made up, so I don't see why you're keep using this he's a made up character inside a story, so she's not real.

Zop is right, though. Ultimator wasn't a real entity. Mxy made her up as the antagonist in a completely fake story he told Superman and Lois to try and impress them.

For the purposes of this thread, we are to assume she really existed. From an in-universe POV, however, she never did. Like zop said: she was fiction within fiction.
