We can't know the answer to this. But one should be wary of the infinite power fallacy. Gotham likely has limits, but whether those limits would kick in before he could match Prime or not is hard to say.

What are Gotham's best speed feats? He's going to need some if he wants to land a hit on Prime.

For instance I'm pretty sure Prime reacted to a blitz by the Flashes(including Wally).

Gotham isnt fleshed out enough to battle prime. Not enough feats

If he matches Prime, his lifespan will probably be like a day or something.
