Would attempting to steal the Juggernaut's speed work? He is literally outside of the way that the physical universe works due to his magical nature. But still, at high enough levels, could he remain immune to, and in motion against something like a speed steal?

Well he can run at least 600mph(Colossus was still increasing speed when Kuurth teleported away), so I guess his speed can be taken by that example. However he should be able to keep moving, regardless of how slow he is at first, as nothing can stop his momentum once he gets going.

I think it would take a magic spell or force to stop Juggernaut

KingD19 gives the best props to both the SF and Juggernaut power set i can imagine.
