GOAL
* Palpatine can't just kill his victim.
* First step is - Palpatine has to cut off all the limbs of his victim.
* Second step is - he has to torture them with Lightning. He can't actually kill the victims with the energy itself - they have to die from the amount of pain provided.
* Palpatine has 50 hours to complete the gauntlet.

THE RULES
* Fights take place at wastelands of Had Abbadon. Starting distance - 10 meters.
* In character. Palpatine is absolutely determined to finish the goal.

You shouldn't have limited it to lightning only. Can you expand the OP to include Imperial resources at his disposal and prep to plan out the torture sessions?

Well he'll definitely break the mind of his subject first. For Qui Gon he'll probably torture other life forms right in front of him given his connection to the living Force and in general constantly send out waves of pain, fear and darkness through the Living Force.
