Anakin, Caedus, Yoda, Luke, Sidious, Plagueis, probably Tenebrous, maybe Kun and Kraxt, and not for a majority Tyranus, Maul and Jaina.

For a majority: Luke, Yoda, Sidious, Anakin, Caedus, Plagueis, Tenebrous, Krayt, maybe Kun and Vader.

I could see Dooku taking a large minority.

If Windu was amped against Palpatine, it was only because of Vaapad.
