There exists the most direct comparison available regarding Saber Skill. This is Obi Wan in his prime, not the old recluse who's abilties have subdued over the years in A New Hope. There is no excuse for Vader here, if he could hold a candle to a primed Kenobi - let alone win against him - he should be stomping Old Ben, which he did not.

He was going to ultimately win in the fight and we don't know how Old Ben and Obi Wan compare as combatants given its stated Old Ben's grown in power despite atrophying in skill. This is also after a period of time where Vader has not fought another force sensitive for a 2 year gap.

Based on what is RotS Kenobi stomping ANH Kenobi? He was still keeping up with his exercises (at least for two years after RotS) and noted to be a formidable duelist even in his elder years. And I've never heard of lightsaber skill atrophying very much if the person is very strong in the Force. And then there's Vader's skill increase between ANH and ESB, which made him "far more formidable". He should be right up there with RotS Kenobi.

To be fair this is TFUII Vader specifically.
