Why didn't more non-sith governments and private industries try to recruit or train Force users? Were they afraid of treason?

I mean, some did try, but they usually ended up having some fodder-tier bounty hunters who could also use a lightsaber and Force push. The most successful I can think of are imperial knights, and none of their rank ever produced an elite Force user.

Why would you recruit someone, that potentially could kill you and take what you have due to their powers which you wouldn't be able to control?
