What would be the best way for the Empire to conquer the unknown regions?

*lets say there is no rebel allaince and the empire can focus its military where ever it wants

Thrawn obviously should be the commander. What I would do is find moons with little to no life, establish surveillance stations to listen in on any potential communications coming from non-Imperial controlled worlds. Survey the defenses of any populated planets and assert the necessary force required to conquer said planet, if the population doesn't first submit willingly.
