They overwhelmed Kyp and a few of them were holding ground against Luke, so I'm more inclined to think they're above your average Jedi Master tbh

Yeah there was this scene where two of them were pinning Luke and about to kill him, although that was from Ben's perspective, and Ben doesn't really know the extent of Luke's power.
