This is teen human Walter back in The Dawn, 1944.

He faces off against these Millennium vampire soldiers:
- Luke Valentine
-Tubalcain Alhambra
-Rip van Winkle
-Zorin Blitz

Bonus: He also faces off against Seras after she absorbs Pip and becomes a true vampire.

I'd say he clears Millennium as long as he doesn't get too cocky.

Against Seras though, not too sure. She has better regen than the Millennium vamps and better physical stats.

Seras would probably dodge the wires and close in to punch Walter. She's as fast and agile as The Captain who did that.

She can also shift into a shadow energy to phase through the wires.

Even then, Walter was no slouch himself in speed; he did face off against the Captain back during his youth and somewhat held his own. Seras may be just as fast, but she lacks the outright toughness of the Captain as well as his experience.

Even then, she still has to phase out of that state sometimes, I believe.
