Not sure. Batman did manage to very briefly hold his own against darkseid, beat down kalibak, and is more skilled than billy, but Billy just seems more powerful.

HellBat. I'd also say the suit is more powerful.

Shazam. DS was casually batting that suit around. Bruce was damn lucky to even survive that encounter. It was its ability to redirect energy that hurt DS the most.

Shazam doesn't have anything to his name to suggest he would of done better against Uxas.

The HellBat suit also gave some trouble to an amped Eradicator (Kryptonian Souls)
