TAO was super dangerous, and more interesting, when had no powers. His manipulative abilities were crazy. Anyone on WildCATS or Stormwatch would have killed him 1 on 1, maybe even Savant, and TAO still made them implode. He had them stuck in mental loops, waging urban war, and falling in love with him.

Dude was pretty legit. He was literally leading the same people he wanted to destroy, and they trusted him completely. By the time they realized what was up, he had already tricked them into thinking they beat him.
