How? He has no on screen feats other than killing Strange. We don't know Dormy's limits to his durability. It's possible that Dormy can get oneshotted or oneshot DM.
We know next to nothing about the scope of his abilities.

We can only go by Dormammu's hype. He is a multidimensional being who is functionally immortal.

Not sure how anyone can call this. We have no real idea of what it would take to actually kill either of these two, or if it is even possible at all.

It took Strange using the eye of agamotto to loop time to even stalemate Dormmy plus Dr Manhattan was pure scientific being where as Dormmy was super natural being.

That isn't saying much since Strange is relatively weak when we are talking about people in Manhattan's tier.

Yet Ozymandias was able to fool Dr Manhattan. Strange got powerful pretty quick.
