Injustice is weird. Maybe 'cause it's based on a video game.
In the game, Superman rather easily kills Billy. So I'd have to rank him above Captain Marvel. Wonder Woman tanks his heat vision, though and goes on to beat Superman. If memory serves, she also accidentally snaps the neck of a Superman-level character. Gonna have to rank her over both.
Hard to know what to do with Herc. Am I confusing him with Atlas?
There was one guy that seemed strong enough to take on both Superman and Wonder Woman at the same time. If this were merely who is physically strongest, I'd be hard pressed not to give injustice Herc the title.
But he doesn't seem to have any power beyond strength, whereas the heroes have several.

So:

Herc(?)
1. Wonder Woman
Herc (?)
2. Superman
Herc (?)
3. Captain Marvel
Herc(?)

Going by a fight they had :
CM (he tooled Hercules)
Hercules (he was tooling WW , SM, and Hal)
Superman
Wonder Woman

Keep in mind WW and SM had been in a fight before Hercules showed up.

Injustice Hercules was phucking badass. Loved his character design too.

And Superman casually killed Shazam. The power levels are all over the place in the comic series. The games made it clear that Superman was top dog.

Got to find some of the Wondy versus heat vision showings ...
She was good on strength AND durability for much of this series ...
